College Policy Manual
The College Policy & Procedures Manual contains all the policies and procedures governing New Saint Andrews. The following excerpt explains the authority and role of the Policy Manual. I.A. Authority of the Policy Manual
The College Policies & Procedures Manual (hereafter cited as CPM) is intended to include all College policies and procedures as they pertain to employment rights and responsibilities. It also includes certain academic and student policies; other academic and student policies may be found in New Saint Andrews College General Catalog and the Student Code of Conduct. All employees of New Saint Andrews College are required to comply with the policies set forth in this CPM. Upon a signed acceptance of a New Saint Andrews College salary agreement, all employees are subject to the duties and responsibilities specified for their respective positions in their work agreement, and may enjoy all the rights, privileges, and benefits outlined for their respective positions in this CPM. Changes to College policies, duly ratified by the Board of Trustees, take effect at the date(s) specified by the Board, and will be reflected as soon as possible in updates to the Manual.
I. B. Access to the Policy Manual
A copy of the CPM is distributed to each of the College's full-time faculty and staff members. Copies are also available in a location that is readily accessible to all faculty and staff members in the College. Updates and changes to the CPM are distributed in a timely fashion after Board approval.
I. C. Conflicts between Board Policies and the Published Policy Manual
All policies of the College have the approval of the Board of Trustees of New Saint Andrews College, as required. If a conflict occurs between a policy in the CPM and a newly adopted Board of Trustees's policy, the Board's policy prevails and the CPM will be updated to reflect the change. All employees of the College are required to comply with the policies set forth in the CPM. Changes to College policies will be reflected in updates to this Manual.
I.D. Maintenance of the Policy Manual
The Registrar's Office, working with the President and the Chairman of the Board of Trustees, is responsible for the overall maintenance of the CPM and for the distribution of policies to be included in it.
I.E. Amendments to the Policy Manual
The Board of Trustees has final authority and responsibility for the formation, maintenance, enforcement, and revision of all College policies and procedures contained in the CPM. The Board authorizes the Executive Council, on its behalf, to make ad hoc amendments to the College policies and procedures as circumstances warrant, but the Board must review and approve all such policy changes at the Board's next meeting. Formal Board approval is required prior to any policy amendment being published in the Policy Manual. Any amendments to the following sections of the College Policy Manual, Authority of the College Policy Manual (Section I), Institutional Commitments (Section II), Institutional Mission and Objectives (Section III), and Institutional Authorization, Governance, and Organization (Section IV), require unanimous approval by all voting members of the Board of Trustees.
